South-end sewer system at capacity – City

The city says that now is the time to upgrade the sewer system in the southern neighbourhood of Campbell River.  Should this not have raised flags and been questioned prior to building permits being issued......instead "Occupancy Permits" were delayed.  For further information, please read the article in the Campbell River Mirror.
